Thomas Hartman, Director of Business Development

Thomas Hartman is an accomplished, results‑driven program management professional with nearly a decade of experience overseeing federal, state, and local disaster recovery initiatives. He currently serves as Director of Business Development for DSW Homes, leading CDBG‑DR housing program pursuits across the Eastern United States. In this role, he identifies new opportunities, cultivates strategic partnerships, and develops proposals aligned with federal and state recovery priorities.

Previously, Thomas served as CDBG‑DR Bureau Chief at the Florida Department of Commerce, where he administered more than $5 billion in CDBG‑DR funding through the Rebuild Florida Housing Repair and Replacement Program. He led a professional team, managed stakeholder engagement, and oversaw reconstruction of over 4,000 homes while contributing to state action plans for multiple disasters. His earlier roles included CDBG‑DR Program Manager and Housing Operations Lead at the Florida Department of Commerce, where he oversaw $1B+ in housing recovery programs, managed compliance and financial oversight, and coordinated statewide recovery policies.

 Thomas holds a Bachelor of Science in Business Management from Western Governors University and maintains professional certifications, including PMP, CAPM, Six Sigma Green Belt, and Florida Certified Contract Manager and Negotiator. His expertise in program leadership, compliance, and housing recovery operations makes him a valuable asset to advancing DSW Homes’ mission and supporting disaster‑impacted communities.
