City of Galveston Disaster Recovery - Round 1

Hurricane Ike made landfall in Texas in September 2008 and left behind severe damage to the island of Galveston. To help rebuild the community, funds were granted to the City of Galveston to complete needed housing repairs. Round 1 of the City of Galveston disaster recovery program included both reconstruction and rehabilitation projects. Unfortunately, multiple General Contractors were not able to finish the work provided to them. DSW was given the opportunity to help turn the program around. Although awarded some new assignments, most of the work received came in the form of “takeovers” from other contractors who weren’t able to finish their scopes of work.

Build It Forward – Houston Harvey Recovery Efforts

DSW Homes, LLC played a pivotal role in the City of Houston's Build it Forward program, providing essential construction and repair services for single-family homes that were adversely impacted by the ravages of Hurricane Harvey.

The program, aimed at assisting both owner-occupied and renter-occupied single-family residences that bore the brunt of Hurricane Harvey's destructive force, was launched with a commitment to prioritize citizen input and community involvement. The City undertook meticulous efforts to gauge the extent of the damage and the eligible homes for assistance through a thorough application process.

DSW Homes, LLC engaged in the restoration of more than 100 homes during the period from January 2020 to January 2022, with an impressive contract value of $22,000,000.00. Their unwavering dedication significantly contributed to the comprehensive recovery and reconstruction efforts in the aftermath of Hurricane Harvey.

Texas General Land Office (GLO)

The scope of DSW Homes' residential construction repair services encompasses a wide array of repairs, spanning from minor fixes to major construction projects. In the aftermath of Hurricane Harvey, one of the most devastating disasters in recent history, DSW Homes actively participated in the General Land Office's Hurricane Harvey Disaster Recovery Program. Demonstrating our commitment to the cause, DSW Homes successfully completed over 1,028 housing units, amounting to a contract value of approximately $231,546,878 thus far.

Since the onset of Hurricane Harvey, DSW Homes has tirelessly worked alongside the Texas General Land Office, offering expertise and support to affected residents. With a steadfast dedication to assisting those in need, DSW Homes continues to collaborate with the Texas General Land Office, ensuring that as long as residents require assistance from the aftermath of the Hurricane, their services will be available. Texas Housing Assistance Program (THAP)

The Texas Housing Assistance Program (THAP) was a 13-month program designed to help homeowners repair or rebuild damaged homes caused by Hurricane Rita in 2005. This program encompassed 22 counties in the Southeast Texas region. Although we had a full scope of work, all rehabilitated homes remained occupied during construction. While work was in progress, the homeowner’s care and comfort were our first priority. Good housekeeping and customer communication were critical to successful rehabilitation.

DSW found success in the THAP program by confronting and overcoming the following challenges: geographical distances between assignments, owner-occupied homes during rehabilitation, and lot fitment for program-approved plans.

Galveston County Severe Repetitive Loss Program (SRL)

This program, funded by the FEMA Severe Repetitive Loss (SRL) Elevation Grant Program, seeks to elevate homes to help eliminate or reduce future flood claims on certain residential properties within flood-prone areas of Galveston County.

DSW has taken part in other elevation projects within other programs in parts of Galveston County and as a result of that experience along with other qualifications, we were admitted to the SRL program.

Galveston County Housing Assistance Program (GHAP) - Round 1

Round 1 of the Galveston County Housing Assistance Program (GCHAC) was a 17-month program that involved Hurricane Ike recovery in the County of Galveston, in Texas. The GCHAC program included both the reconstruction and rehabilitation of homes damaged by winds or floodwaters. Using our unique construction management systems, DSW successfully reconstructed 100 homes and completed 40 rehabilitation homes as part of Round 1.

Hurricane Dolly Disaster Recovery - Lower Rio Grande Valley

This program was led by the Lower Rio Grande Valley Development Council with grant money administered by the General Land Office of Texas. The purpose of the program was to help residents in Cameron, Hidalgo, and Willacy counties rebuild after the devastating effects of Hurricane Dolly in 2008.

The hurricane season of 2008 affected all of the coastal regions of Texas. In the Lower Rio Grande Valley, floodwaters forced entire neighborhoods to evacuate.

Connecticut Disaster Recovery Program

In addition to programs in New York and New Jersey, DSW is participating in Hurricane Sandy Disaster Recovery work in the state of Connecticut. For this program, the United States Department of Housing and Urban Development (HUD) allocated $71.8 million dollars to the State of Connecticut. Of this funding, $30 million has been designated for the rehabilitation, reconstruction, or mitigation of single-family housing damaged by Hurricane Sandy. This work took place in the four southern counties, Fairfield, New Haven, Middlesex, and New London.

Minot, North Dakota Disaster Recovery

In June 2011, Minot, North Dakota, was overrun with floodwaters when the Souris River overflowed the local levees after heavy rainfall and the spring snowmelt, breaking a 130-year-old flood record. As a result, over 4,000 homes in the area were flooded, and it was the first FEMA-declared Level 5 disaster since Hurricane Katrina in 2005.

With experience in disaster recovery and a desire to help the residents of Minot, DSW opened our office in Minot in April 2013 and, as of August 2013, were awarded 69 homes as part of the city of Minot’s Homeowner Rehabilitation and Reconstruction Program.

Southeast Texas Regional Planning Commission - Round 1

Hurricane Ike had a widespread effect on Texas and other surrounding states. To help homeowners recover, the Southeast Texas Regional Planning Commission established a disaster recovery program for Hardin, Orange, and Jefferson counties.

As part of the program’s first round, DSW completed 17 different bid packages. We demolished and rebuilt 174 homes using plans provided by the program administrator for a contract amount totaling over $19 million dollars.

Chambers County Disaster Recovery - Round 1.1

Another program established to help citizens in the great state of Texas recover from the damage caused by Hurricane Ike in September of 2008, the Chambers County Disaster Recovery Housing Program began in 2011.

As part of Round 1.1, DSW was awarded two bid packages in the Chambers County disaster recovery effort. As part of this scope, we demolished and rebuilt 21 homes for a contract amount of $1.7M. DSW worked with Public Management to reconstruct homes, bringing them current with updated building codes and better able to withstand storms.

New York (PET) Rapid Repairs Program

Hurricane Sandy made landfall in the fall of 2012, causing significant damage all along the eastern coast of the US. As a result, federal funds were allocated to help with various recovery initiatives.

The New York PET Program run by the Governor’s Office of Storm Recovery is one of the many programs in place to assist with Hurricane Sandy recovery. DSW, under the direction of the Armand Corporation, is working in this program to perform minor maintenance, restoration, and construction services on single-family residences in New York (excluding New York City). These projects took place in many areas of Long Island.

Chambers County Disaster Recovery - Round 1.2

Another program established to help citizens in the great state of Texas recover from the damage caused by Hurricane Ike in September of 2008, the Chambers County Disaster Recovery Housing Program began in 2011.

Due to DSW’s success in the Chambers County Disaster Recovery Round 1.1, we were awarded over $9M to participate in Round 1.2, with the ability to reconstruct or rehabilitate 77 homes. As part of Round 1.2, DSW paired up with the Houston-Galveston Area Council to help Chambers County residents apply and become qualified to participate in the program, acting as both the prime contractor and the building contractor.

New Jersey Rehabilitation, Reconstruction, Elevation and Mitigation (RREM)

In October 2012, Superstorm Sandy impacted many states along the Eastern United States, including New Jersey. With flooding, wind damage, and more, thousands of homes were damaged as a result. Homeowners were without power and other essential utilities, making their residences uninhabitable.

Having participated in the New York City Rapid Repairs program from January through May 2013, DSW was familiar with the particular challenges faced by the northeast in recovery from Hurricane Sandy. In July 2013, DSW Homes was accepted into the New Jersey RREM program construction commenced in Spring of 2014.
